If an ATM from your bank isn't avaliable, after you make a purchase (At Wal-Mart for example), use your ATM card as a debit card. Usually the POS (Point of Sale device) will ask you if you want cash back. If you want cash back, select yes, and how much you want. Check with your bank first though to make sure they won't charge you for doing this. Most banks don't.
